On October 15, the Plenary Session of the 14th Committee of Heilongjiang Youth Federation and the 11th Congress of Heilongjiang Students’ Federation opened in Harbin. Xu Qin, Secretary of the CPC Heilongjiang Provincial Committee and Director of the Standing Committee of Heilongjiang Provincial People’s Congress, sent a congratulatory letter.
