On the afternoon of July 4, 2025, the Harbin Science and Technology Market – Low Altitude Economic Industrial Park Operation Experience Sharing Meeting, hosted by the Harbin Science and Technology Bureau, Harbin Airport Economic Zone, and Harbin Free Trade Zone, and co-organized by Heilongjiang Daizhong Investment Co., Ltd., was held at the Shenzhen-Harbin Industrial Park. The purpose of this meeting was to strengthen exchanges and cooperation in the Airport Economic Zone, share operational experience of the Low Altitude Economic Industrial Park, and promote industrial development.
The meeting was first opened by Guan Shaonan, Deputy Director of Harbin Science and Technology Bureau, who pointed out that the low altitude economy is a new opportunity given to Harbin by the times. Planning to build a low altitude economic industrial park is not only an inevitable choice to implement the national aerospace technology strategy, but also a current need and key lever for Harbin to leverage its own advantages and activate new industrial momentum. Harbin has gathered the top 100 low altitude enterprises in China. In addition, Harbin City also has the technological innovation support of top research institutes such as Harbin Institute of Technology and Harbin Engineering. There is huge potential to be explored from research and development to manufacturing, from flight testing to application. This will undoubtedly become an important support point for Harbin’s “15th Five Year Plan” to leverage the trillion level market of low altitude economy and create a new quality growth force for the city for the future.
In the policy introduction section of Harbin Airport Economic Zone and Comprehensive Bonded Zone, Wang Xinmin, Minister of Investment Promotion Department of Airport Economic Zone and Comprehensive Bonded Zone, provided a detailed interpretation of the relevant policies and support measures of Airport Economic Zone and Comprehensive Bonded Zone, and provided comprehensive policy guidance. Wang Lei, the manager of the Investment Promotion Service Department of Harbin Airport Bonded Group, introduced the overall planning, functional zoning, and infrastructure construction of the airport economic zone and comprehensive bonded zone.
Zhang Dexin, a professor and doctoral supervisor in the Aerospace Engineering Department of Harbin Engineering University, executive chairman of the Heilongjiang UAV Industry Association, and secretary general (person in charge) of the Low altitude Industry Alliance of the Ministry of Industry and Information Technology and the Northeast Branch Alliance, shared the development history and prospects of the Low altitude Industry Alliance of the Ministry of Industry and Information Technology, as well as previous developments in low altitude economy related technologies.
Zhang Aijuan, Director of Harbin Wright Brothers Technology Development Co., Ltd., shared the company’s investment and development in the development of low altitude economy. The company actively carries out industrial layout and strives to contribute to the development of low altitude economy in the province.
Wu Tao, General Manager of Heilongjiang Low altitude Economic Technology Development Co., Ltd., shared the company’s current achievements and planning arrangements. Yan Bing, Vice President of Beijing Overseas Chinese Technology Entrepreneurs Association, responsible persons of Yangzhou and Yancheng Beijing Innovation Centers, Chairman of Beijing Overseas Chinese Innovation Space, Bao Xiaofeng, Secretary of the Party Branch of Hongyan Circle Technology Group and Deputy Secretary General of the Youth Committee of the All China Federation of Industry and Commerce, and Zou Zhenmeng, Chairman of Shenzhen Shiji Zou Industrial Design Co., Ltd. and Vice President of Shenzhen Industrial Design Association, as expert representatives, shared successful experiences and cases in park operation and management.
At the end of the meeting, Jia Yuguo, Deputy Director of the Harbin Airport Economic Zone and Comprehensive Bonded Zone Management Committee, gave a concluding speech. He emphasized that the Northeast region has a huge advantage in the use of low altitude economy backend, focusing on the development of three core industries: aviation logistics, aviation manufacturing, and aviation services, as well as five characteristic industries: cross-border e-commerce, airport manufacturing, aviation food, business services, and tourism and leisure. The location advantage is obvious, the transportation system is perfect, and research and development forces are supported by Harbin Institute of Technology, Harbin Engineering and other scientific research institutions. In the future, it will promote high-level opening and high-quality development of the Airport Economic Zone and Comprehensive Bonded Zone.
The successful holding of this conference provides useful reference and inspiration for the development of the airport economic zone, which helps to promote the high-quality development of the low altitude economy industry and inject vitality into the development of the low altitude economy!
